Intel entered 2026 with a strategy centered on restoring durable competitiveness in semiconductor products while improving the economics and strategic relevance of its manufacturing network. Its FY2025 Annual Report reflects a company undergoing significant operational and organizational change. Intel now manages the business with greater separation between Intel Products and Intel Foundry, creating clearer accountability for product roadmaps, manufacturing performance and capital allocation.
The strategy is shaped by two realities. First, Intel must compete in rapidly changing client, data-center and AI markets where customers have credible alternatives. Second, its integrated manufacturing model requires enormous investment and high factory utilization. Intel therefore needs product success and foundry success to reinforce one another. 1. Restore Product Competitiveness Across Client and Data Center Computing
Intel’s first strategic priority is to deliver competitive products consistently. Intel Products substantially consists of the design, development, marketing, sale, support and servicing of CPUs and related semiconductor products for third-party customers. This makes product execution fundamental to revenue, market position and the utilization of Intel’s manufacturing assets.
In client computing, Intel must defend its role in notebooks and desktops while responding to changes in device architecture and customer expectations. Performance remains important, but customers increasingly evaluate power efficiency, battery life, integrated graphics, AI capabilities, security and total platform experience. Intel’s strategy therefore extends beyond increasing CPU performance; it requires platform-level differentiation and dependable product cadence.
AI PCs are part of this opportunity. As AI capabilities move onto client devices, Intel can create reasons for consumers and enterprises to adopt newer processor generations. Successful execution could support premium product mix and refresh demand. However, Intel must compete against other processor architectures and demonstrate that integrated AI features deliver practical value within the broader PC ecosystem.
Data-center competitiveness is equally important. Intel has a large installed base of x86 server processors, but cloud and enterprise customers increasingly optimize infrastructure around performance per watt and workload economics. Rather than treating manufacturing simply as an internal production function, Intel is creating a foundry model with clearer economics and an ambition to serve external semiconductor customers. The strategic objective is to make Intel’s manufacturing assets more valuable by combining internal product demand with third-party foundry volume.
Internal Intel Products businesses provide foundational demand. This matters because semiconductor fabs have high fixed costs and benefit materially from utilization. If Intel’s product roadmaps succeed, they can supply substantial wafer demand to Intel Foundry. External customers could add incremental volume and diversify the manufacturing base, potentially improving the economics of process technology and fabrication investments.
Winning external foundry customers, however, requires more than owning fabs. Customers need confidence in process performance, yields, design tools, intellectual-property ecosystems, packaging, capacity and schedule execution. Intel must therefore operate the foundry with customer-oriented discipline rather than primarily around the needs of internal product groups.
The foundry strategy also has strategic supply implications. Advanced semiconductor manufacturing is geographically and technologically concentrated. Intel’s U.S. manufacturing footprint and agreements with the U.S. government reflect the broader strategic importance of domestic semiconductor capacity. Government support can assist investment, but Intel still needs economically competitive operations and customer demand for the foundry to become sustainably successful.

3. Execute the Process Technology Roadmap and Advanced Packaging Strategy
Process technology is central to both Intel Products and Intel Foundry. Better manufacturing nodes can improve transistor density, performance and power efficiency, while competitive process technology is necessary to attract external foundry customers. Intel therefore continues to invest heavily in process development even as it becomes more selective about manufacturing capital.
The strategic challenge is timing. Semiconductor process development takes years and requires large investments before high-volume production. Delays can affect multiple product generations and weaken customer confidence. Intel’s strategy consequently depends on predictable execution, not merely ambitious technical targets. A process node becomes economically valuable only when it reaches suitable yields, supports competitive products and is available at the right time.
Advanced packaging is another strategic capability. Modern semiconductor systems increasingly combine multiple chiplets and technologies rather than relying on one monolithic die. Packaging can allow Intel to integrate components manufactured on different process technologies and potentially from different foundries. This gives product designers flexibility while also creating an external foundry service opportunity.
Intel is also willing to use external manufacturing where appropriate. 4. Participate in AI Growth Without Losing Focus on Core Compute
Artificial intelligence is reshaping Intel’s addressable markets. In data centers, AI has accelerated demand for specialized computing architectures and changed the allocation of infrastructure budgets. On client devices, AI is becoming a new product feature and potential refresh driver. Intel’s strategy must therefore address AI across multiple layers rather than treat it as a single accelerator market.
Intel’s existing CPU franchise remains relevant because AI systems still require general-purpose computing for orchestration, data processing and many enterprise workloads. The strategic objective is to keep CPUs competitive while developing complementary capabilities that allow Intel platforms to participate in AI deployments. This reduces the risk that accelerated computing displaces too much of the economic value historically captured by general-purpose processors.
On PCs, Intel can use integrated AI capabilities to differentiate new processor generations. The opportunity is particularly important if enterprises adopt AI-enabled applications that require local processing, security or lower latency. Intel’s relationships with PC manufacturers and software developers can help establish an ecosystem around these capabilities.
The company must nevertheless maintain investment discipline. AI markets are evolving quickly, and product categories can shift before long semiconductor development cycles are complete. Intel’s strategy therefore requires balancing participation in high-growth AI opportunities with the need to fund core CPU roadmaps and manufacturing technology.
5. Improve Cost Structure, Capital Discipline and Organizational Accountability
Intel’s strategic transformation is not only technological; it is financial. An integrated semiconductor manufacturer can destroy substantial value if capital spending runs ahead of demand or if factories operate below efficient utilization. Intel is therefore placing greater emphasis on capital discipline, operating expense control and accountability for manufacturing economics.
Separating Intel Products and Intel Foundry for management purposes helps make costs and internal economics more visible. Product groups can evaluate manufacturing choices more explicitly, while the foundry is accountable for process execution, capacity and cost competitiveness. This structure is intended to encourage decisions that reflect economic reality rather than obscure manufacturing costs within consolidated product margins.
Capacity planning is another important lever. Building fabs years ahead of uncertain demand creates risk because depreciation and other fixed costs continue even when utilization is low. Intel’s strategy increasingly emphasizes matching equipment deployment and construction to customer demand, using capital more flexibly and prioritizing investments that support the most important process technologies.
Organizational simplification also supports this objective. Intel has undertaken restructuring and workforce actions designed to reduce complexity and operating costs. Lower expenses can preserve resources for product development and process technology, but the strategic goal is not simply to shrink. Intel must create a faster organization that can make clearer product, manufacturing and portfolio decisions.
6. Simplify the Portfolio and Focus Resources on Core Strategic Assets
Intel has historically operated across a broad set of semiconductor and technology businesses. In a period of constrained capital and intense competition, management is increasingly selective about where Intel should deploy resources. Portfolio simplification allows the company to concentrate engineering talent, capital and management attention on CPUs, core platforms, foundry technology and other areas closely linked to long-term competitiveness.
This strategy can include restructuring businesses, reducing investment in activities with weaker strategic fit, and using partnerships or external capital where appropriate. The underlying principle is opportunity cost: every dollar and engineering team assigned to a peripheral business is unavailable for product roadmaps or manufacturing technology that may have greater strategic importance.
Focus also improves accountability. A smaller number of priorities makes it easier to evaluate whether investments are producing competitive products, external customers or improved manufacturing economics. For Intel, this discipline is particularly important because both product development and fab construction involve long timelines and large sunk costs.
7. Use Ecosystem Scale, Software and Customer Relationships as Strategic Assets
Intel’s strategy is supported by assets accumulated over decades: the x86 software ecosystem, developer relationships, PC manufacturer partnerships, enterprise deployments and cloud customer relationships. These assets can reduce friction when Intel introduces new processor generations because customers already operate large software and hardware environments around Intel-compatible platforms.
Software is increasingly important as computing becomes heterogeneous. Hardware performance only creates customer value when applications can use it efficiently. Intel therefore invests in software tools and ecosystem enablement that make its processors and other computing technologies easier to deploy. This can increase the practical value of Intel hardware and strengthen customer retention.
For the foundry, ecosystem development is equally important. External semiconductor designers need design tools, intellectual property, packaging options and engineering support. Building a credible foundry ecosystem can lower customer switching barriers and make Intel manufacturing easier to adopt. This requires Intel to behave as a neutral supplier even while its own product businesses remain major internal customers.
Strategic Outlook
Intel’s strategy is fundamentally an execution strategy. The company already possesses major assets: a global brand, a large CPU installed base, extensive intellectual property, software compatibility, manufacturing facilities and deep engineering capabilities. The challenge is to make these assets work together economically while competing against specialized companies that may have narrower and more focused business models.
Success requires Intel Products to deliver compelling client and data-center platforms, Intel Foundry to execute process technology and win customer trust, and management to allocate capital according to realistic demand. Improvement in only one area may not be sufficient because product demand affects factory utilization while manufacturing performance affects product competitiveness.
The strategic direction in the FY2025 Annual Report therefore points toward a more focused Intel: fewer distractions, clearer business accountability, disciplined capacity investment and concentration on product and process technologies that can restore long-term differentiation. AI expands the opportunity but also raises the competitive bar. Intel’s ability to translate its integrated model into consistent product execution and sustainable foundry economics will determine the effectiveness of this strategy.
8. Align Manufacturing Expansion With Customer Commitments
A further strategic lever is sequencing manufacturing investment more closely with demonstrated demand. Semiconductor factories require long construction and equipment lead times, but installing capacity too early can create years of underutilization and depreciation pressure. Intel is therefore seeking greater flexibility in how it phases fab construction, equipment purchases and capacity activation.
External foundry commitments can improve this planning process because customer designs provide visibility into future wafer requirements. Internal product roadmaps provide another demand signal. Combining both sources can help Intel decide where additional equipment is justified and where spending can be deferred without compromising strategic capability.
This discipline also supports cash preservation. Intel must simultaneously fund process development, product engineering and manufacturing. By separating the decision to prepare fab infrastructure from the decision to fully equip capacity, the company can retain strategic manufacturing options while reducing the amount of capital committed before customer demand is sufficiently visible.
9. Strengthen the Feedback Loop Between Products and Foundry
Intel’s integrated model is most valuable when product and manufacturing teams improve one another. Internal products can act as demanding early users of new process technologies, helping Intel Foundry develop manufacturing experience and yield learning. In return, strong process execution can give Intel Products better performance, power and cost characteristics.
The management challenge is preserving this technical collaboration while maintaining transparent economics and customer neutrality. Intel Foundry must be credible to external customers, and Intel Products must make rational sourcing decisions. Clear internal pricing, accountability and roadmap coordination can help Intel capture the benefits of integration without hiding inefficient manufacturing choices.
