After the 2025 strategic reset, chief executive Meg O’Neill, who took office in April 2026, confirmed plans to simplify the organisation around upstream and downstream. This is a capital-allocation and operating-model change, not merely a branding exercise.

1. Why BP Reset Its Strategy

BP’s earlier ambition to expand rapidly in lower-carbon energy created a difficult balance between long-term transition investments and near-term shareholder returns. The February 2025 reset placed greater emphasis on oil and gas, selective transition investments, cost reductions and asset disposals. Projects now need to compete for capital on expected returns, cash generation and risk. This does not eliminate climate-related exposure; it changes how BP intends to manage it.

2. Upstream Growth and Project Selection

BP develops oil and gas resources through exploration, appraisal, construction and production. Upstream profitability depends on realised prices, reservoir productivity, unit costs, taxes and the amount of capital required to sustain production. In H1 2026 upstream production averaged approximately 2.269 million barrels of oil equivalent per day, broadly flat year on year. The distinction between production growth and value growth is important: a smaller portfolio can be more profitable if lower-return assets are exited.

Management has to weigh new discoveries against the time and cost required to bring them onstream. Large hydrocarbon discoveries are not equivalent to proved recoverable reserves. Portfolio high-grading, partnerships and selective exits can release capital for stronger projects.

3. Simplification into Upstream and Downstream

In April 2026 BP said it intended to move to two principal units: upstream and downstream. Upstream encompasses oil and gas production; downstream includes refining, fuels, customer-facing businesses and related commercial operations. The company had not set a fixed timetable. The intended benefits include clearer accountability and fewer organisational layers. BP must preserve integration advantages, including supply, trading and shipping, while reducing complexity.

4. Downstream, Trading and Customer Businesses

Refining converts crude into fuels and other products. Profitability depends on the spread between crude input costs and product prices, utilisation, energy costs and maintenance. BP also earns from fuel distribution, retail and convenience, aviation and marine fuels, and lubricants. Trading and shipping can optimise supply and manage exposure, but results are volatile. BP’s second-quarter 2026 performance benefited from stronger refining margins and oil trading, illustrating both the earnings potential and cyclicality of downstream activities.

5. Balance Sheet and Cash Allocation

BP’s full-year 2025 results announced suspension of share buybacks to prioritise balance-sheet strength. In H1 2026 BP reported $13.718 billion in operating cash flow, $6.376 billion of capital expenditure and net debt of $22.251 billion at period end. Cash must support maintenance, new projects, financing costs and shareholder distributions. Asset sales can accelerate debt reduction but may also remove future earnings; proceeds should be judged against the quality of assets sold.

6. Operating Discipline and Competitive Advantage

BP competes with Shell, ExxonMobil, Chevron, TotalEnergies and national oil companies for resources and capital. Safe operations and reliability matter as much as headline cost savings. BP reported first-half 2026 upstream plant reliability of 94.1% and refining availability of 95.5%. Outages can erase financial benefits from cost-cutting, so operational excellence must be measured rather than assumed.

7. How to Judge Execution

Track returns on new projects, net debt, disposal proceeds, upstream unit costs, refinery availability, cash generation and the pace of organisational simplification. Commodity prices can lift reported profit without improving management performance. The strategic test is whether BP can generate durable cash returns through different market conditions while retaining safety and environmental discipline.

Related reading: Business Model · Business Strategy · SWOT · PESTEL.

Sources: BP H1 2026 results; BP FY2025 results.

BP’s 2026 strategy centres on upstream returns, downstream competitiveness and a stronger balance sheet.
